Opera doesn't support policies at all unfortunately, so no policies will work. There used to be a flag and command-line switch to disable the Media Router, but Chromium removed support for them unfortunately.
Maybe you can just disable the SSDP and UPnP Services in Windows if you don't need them for anything at all.
