After upgrading my Mac to Ventura, Opera is not working. As soon as I click the shortcut, I am getting a message "Opera is damaged and can't be opened. You should move it to the Bin."

I had the same problem and could fix it by downloading latest version of Opera.

I'm having the same problem. I upgraded my Mac to Ventura, I can open Opera but then gets frozen and doesn't respond. I have to close and open it again, but even with that doesn't work.

There's an update that will hopefully fix the freezing/crashing: https://forums.opera.com/topic/59067/opera-93-0-4585-39-stable-update-for-macos.
