[Duplicated]I can't start Opera

I have used it, before, but now, when I click on the desktop shortcut for Opera, nothing happens. I'm on an ancient shared computer, running windows 8.1 (version 6.3, build 9600). This problem has not yet been replicated on the other accounts on this computer, suggesting that the very old browser and operating system might not be the problem, but what is?

How do I fix this, and get back into Opera? Right now., I'm using Chrome to post this problem report.
