New Opera's flag #private-window-welcome-page-with-vpn (disabled - work in progress)
A new private window's welcome page design with a VPN toggle.

The flag #sidebar-autohide is enabled by default (once again) - another chance while it's ready to test it.

Removed Opera's flag #snap-from-panel.
