Programmable mouse buttons - why can't I insert text into the address bar this way?

My mouse can be programmed, so can copy and paste. However, it does not allow me to paste the copied text into the address bar in the browser with the mouse button programmed for pasting (not with the help of the menu bar that appears on the right mouse button, but with the button programmed for pasting - which is otherwise allowed elsewhere)
