@kalwidy-0 Just tap the add to opera button and it will apply it as your theme, its the same process for opera and opera gx

You can go to the windows store and get the lively wallpapers app and you can configure your videowallpaper there

@kalwidy-0: are you on Desktop PC or Mobile? There should be a button to add it if youre on pc. Mobile users cant install wallpapers for now at least.
