I'm wondering if there's a way to see blocked popups in Opera?

There should be a yellow notification inside the right part of the address field when a pop-up is blocked. You click it to see the list of blocked pop-ups where you can then click on the links to open them.

To manage what sites are allowed to automatically open pop-ups, goto the URL opera://settings/content/popups.
