Is there a setting to control Opera popping ontop of other windows?

This may have been an issue for some time but I'm noticing it now because I'm using Opera as my main browser, But the problem is that Opera is poppying to the top even though it isn't selected (but is briefly getting focus).
In Windows, just because a an app gets focus doesn't mean it pop's to the top. In fact I have used that fact since Windows95.
If I have one window and move to another one and cross over a background window, briefly, I don't want it popping to the foregnd where it may be obscuring both of the windows I'm working with..Even if I am typing into an Opera text window it shouldn't pop to the front unless I click on the opera window. I often use this when copying something from a foregnd window that only covers the left side of the screen, where my opera window(s) cover the entire background. I can have a window in foreground and a non-opera (editor, firefox, palemoon, explorer, whatever), in the background
and type into a text window in the background and the background window doesn't pop forward to cover the other window unless I click in it. How can I get Opera to stay in background until I click in it? Opera I think the only other util/app that might do this (I'd have to check to make sure) is photoshop. I'd submit a video of it, but I don't see an option to attach a video. -
