winodow . apps can't use full net speed

this problem is actualy a window problem . not a opera's problem .
but its critical to me .
. i noticed something that my all window app are slow in term of internet usage only browser can use the full speed

here the summer I noticed.

download speed :
opera gx = 700kb-3mb
internet downloader manager (idm) = 100kb-800kb

ping
opera : 59-300ms
venge.io(client)=500-8000ms
venge.io (in browser) = 100-500ms

I am really confused and frustrated by this .
