Increased brightness in panel's colors

How can I customize Opera GX browser such that, the panel colors's brightness are increased (You know some flare like effect).

I want these green coloured lines to have some saber like effect.

Even if it isn't available It is not much of a problem, I still love opera gx

@deadoralive There is no setting for it as far as I know, you would need to increase your monitor brightness.
