How more option indefinitely available in PDF creation

How come the more option is uncertainly or indefinitely available in PDF creation
When it really is needed then it is not available at all, other time it's ready come up there

Please explain the quirk.

@mardiyah What PDF creation are you talking about? Would it be Save Page as PDF?

@mardiyah Save as PDF here just save a PDF file with the page, there is no dialog.

When a try to print the page, to the printer or to a PDF, I can see the dialog and the more options on it.
