Video streaming almost unusable

I am not able to stream many videos usefully with Opera. It is usually either frozen or buffering continually, deadly slow ,so if working at all the video comes in very short burst of both vision and sound. I have tried with hardware acceleration both on and off (as now). There have been a few times when it is satisfactory, so I know my OS and hardware can do the job when it wants to, but that has not been often.
I have checked out a number of recommended fixes, such the as broadband speed (around 35 mps), I always clear the cache etc., have adequate RAM and storage.
When videos are streamed, what media player is used --- I have never seen this stated on my system but have no reason to think it has a faulty player.
