Basically the reason is/was, iirc, that instead of having the file downloaded to an "unknown" folder, know the user knows where the file is and have easier access to it.
Why is it unknown? It is

easily accessed with the "Open folder" context menu command via the "Downloads" page (in Presto).

If you choose to open the file, it is downloaded to some (usually hidden by default ) temo folder and can stay there for a long time.

Myself personally made a tag/icon for that folder on my "Desctop".
It's useful - to see what's in, to reuse it if interesting, and to clear the folder if/when it gets overcrowded.

Besides, as this thread is in a - suggestion box, right? Let us suggest that the download manager can provide the user with either/both a link/path to the folder in question and/or option(s) to access and/or clear that folder and/or set a schedule for the browser to handle that (automatically):idea:

The very need to depends on how the browser handles it in the first place*:idea:*
If it maintains it according to memory needs and overall performance by itself - then why the hell the user might need to find it - in a complicated way, at least?:idea:

Should be, but many people thinks that "open" means that nothing will be downloaded and the file will be gone after have been closed, what is not necessarily true.

I'm not against options but adding them just for having them is not good.

It you really care it could be done that typing "open" means puting the file to temp folder which could be cleared automatically on exit or whatever. I don't really care how it would work, I know how it was done @ 12 and it was ok for me, "Open" option @ dialogbox is a must.
Opera downloads a lot of files to the temp without asking you for accept, there could be dangerous files also so give a break. -

I was wrong - "About Opera" now does not show that path among others.

It's just my opinion based on lots of post in the old forum during Presto years from people who managed to have problems due to Opera having lots of options and features.
Btw, it would be more like "I'm not sure about the directions to somewhere, suddenly the road gives me 3, 4 different ways to take. Which one should i choose? If i choose the wrong one, how can i come back to this point to be able to choose another?"

"...\Local Settings\Application Data\Opera\Opera...".But this is not the folder to where a file is downloaded when you choose "Open" instead of "Save". Those files usually ends in your %temp% folder.

As I said, it's in the usual place.
All you need is to right-click on any such temporary file/download line/item in your "Downloads" page, and choose "Open folder". That's it. -

What's the difference! You once take it - make an icon for it somewhere (and remember the path).
Usually in truOpera, large enough files go through opening the "Downloads" page. Even small ones happen to sometimes. So you'll have lots of opportunities for taking/accessing/whatevering your "temporary_dowloads" folder. Save you can just search for it with its name*:P*And besides, the developers may deliver for that - e.g. making such a folder known, or even user defined (to an extent).
Though, as I said, it won't ever be a problem for anybody (see previous replies). -

There used to be a problem in Opera Presto that removed the file from the download list just after Opera have been closed, in certain circumstances.
Then what?
First, here we have a suggestion box - means for things that are not implemented yet.
SO LET THEM IMPLEMENT such a thing as "Full list of downloads"
