How can I make Opera not open new windows in full screen when it has other windows open in full screen?

Here's the behavior I see:
- have 1 or more windows in Opera open, all in full-screen
 - command-tab from app B to Opera
 - command-n
 - Opera opens a new window and immediately full-screens it
 
I want to be able to command-n a new window and have it not be full-screened. Is this possible?

@johnbachir What version of macOS are you running? Which application or is it any application does this?

MacOS 11.6
I just tried it with TextEdit, it does not do the same thing.

This would be helpful for me, too. I'm interested in opening windows from a script or command line that are NOT maximized.
