Permanent restart of browser

After connecting notebook to office network, Opera started to restart permanently and cannot be used. Single change, which was done, is set proxy.

1. When user reported problem, thought this is because of some extension, so removed and installed latest opera. But problem exist.
2. Removed App Data\Roaming\Opera Software\Opera ...\Sync Data. but Opera was still restarting.
3. From Chrome Settings, disabled Proxy. Opera could start normally. Repeated this step several times: when proxy is ON, Opera restarts, when proxy is OFF, can use Opera normally

How to fix this problem?
