"Racka" appears with Ctr+Cmd+B, what is it?

What is 'Racka"? I get this dropdown bar right under the left/right arrows at the URL at top when hitting "Control + Cmd + B" . It says "Racka". When I click on it, it says "empty". I can't find info anywhere about it.
