How to toggle Dark Mode: On or Off?

How do I toggle Dark mode on or off. some web pages the lettering is the same color as the white, or dark letting is the same as the dark.. impossible to see unless I highlight it.. and that is a royal pain in my ass. In settings there is no setting.. maybe you should place a toggle so it ca be switched at will?
