Pretty good internet connection but slow downloading on Opera

Hello, before i start my topic i wanted to apologize for my bad english (hope you guys will be able to read and understand my problem)

Recently, i set up a new internet connection, more faster, more good and i wondered how quickly my debit to download some videos/folders was on Opera and i was suprised seeing i've only around 700kb/s

First, i thinked my ethernet cable was bad so i changed it and nothing changed, then i checked on Opera if i didn't put on the network limiter but no

So i hope i will be able to fix this problem (with your help please) because i actually don't know what i am supposed to do

PS : (On Steam for example, i have more than 8-9mb/s)

I checked it and yes my vpn is disabled
