VPN triggering Flash Player's end of life popup message?

OS: Windows 10 Pro 64-bit
Version of Opera: 73.0.3856After turning on the built-in VPN and with Opera set to open a specific page on startup (being www.google.com as in my screenshot or the first opened tab), the Flash Player's end of life popup message bar is displayed on the startup page as shown in the above screenshot every time I launch the browser. Also in the browser's Basic settings page, I observed after turning on the built-in VPN, the Flash Player site content setting is immediately automatically changed from it's default setting (block sites from running Flash) to an altered setting (Ask first).
Despite clicking on the Turn off option in the popup bar message, after the browser relaunch, the popup bar appears again.
I noticed when the built-in VPN is disabled, and with Flash Player left disabled by default in Settings, after browser launch Flash Player's popup message bar doesn't appear on the startup page.I am not sure whether this is a bug with the built-in VPN in Opera.
I hoping a reliable solution could be provided asap to fix this issue for me.
