Slow Download Speed In Browsers

I currently am having an issue in which any time I attempt to use a site to download a file, my download speed is capped at 1100KBPS, or occassionally 560KBPS. My normal dl speed is around 10 megabytes per second, as reflected by when I download through steam or any other program. The only place in which this issue is prevalent is Chrome, Opera, and Firefox. I have not yet tested it with Edge, but I'm going to assume it will be the same. Doing a speedtest through a browser shows I should be getting 100mbps, so 10-11 megabytes per second, as I pay for.
I uploaded a video to demonstrate this issue. If anyone can help, it would be much appreciated.

@badbadthingss Already tried to eliminate the basic suspects like third party softwares (anti-virus, anti-malware, security suites, etc), extensions, network settings, etc?
Any difference if you use private window?
Also, from which sites are you trying to download? Some sites may limit your download speed.

@leocg In the video you can see that I attempted to download from a download speed file testing site.
This applies to any websites that I have downloaded files from frequently. If it is my first time using the site, there will be no problem. All the sites I've had issue with have absolutely no speed caps.
I will have to try the private window solution, thank you.
