Is there a way to create a folder (or folders) within a Speed Dial folder?

You mean create a folder in other folder? It is impossible AFAIK.

Example to clarify: I have a History folder and would like to combine some links into sub-folders like Civil War or Medieval France

Not in the Speed Dial, but you can do it with your personal bookmarks! So it's there, you should put your intricate organization. In the Speed Dial, you can only create one folder for each speed dial position, no more.
