Scale zoom on desktop PC

Hey there. I don't know if you noticed, but zooming with CTRL and mouse wheel (+, - on keyboard) rearranges the website structure. It's impossible to use on websites like Youtube for example to see video titles better - https://imgur.com/x7TvC0u .
On laptops, (or tablets) on the other hand, is pinch to zoom feature, which scales the whole site and zooms in like a magnifier without changing the layout - https://imgur.com/oHfPaCL .
It uses new Precision drivers by Microsoft, I think. But on Desktop PC with no touchscreen, nor touchpad, there's no way to replicate this convenient and easy zoom. For this reason, I've never used zoom on my Desktop PC (other than to test out responsiveness of my web to different resolutions). My suggestion is to assign this "touchscreen-like scale zoom" feature to CTRL + mouse wheel keystroke and leave the traditional zoom in settings or on keyboard shortcut.
It would help my cervical spine a bit so I don't have to lean forward so much. Thanks in advance for any response. -
