Opera itself supports (through basic ffmpeg support):
Video Codecs:
Theora
VP8
VP9
AV1Audio Codecs:
PCM
MP3
Vorbis
OpusFor VP8, VP9, Vorbis and Opus, Opera supports the webm container. (webm file extension)
For Theora and Vorbis, Opera supports the OGG container. (ogg, oga, ogv file extensions)
For AV1 and Opus, Opera at least supports streaming it like with https://bitmovin.com/demos/av1. I don't think it supports the obu container yet.
Now, if on a version of Windows like Windows 7 and Windows 10 ("N" versions of 7 and 10 need the Windows Media Pack installed), Opera can use the Windows Media Foundation to also playback:
Video Codecs:
H.264Audio Codecs:
AACFor H.264 and AAC, Opera supports the mp4 container. (mp4, m4a and m4v extensions)
You can test video and audio support at https://html5test.com/

Most likely that's because the decoding for h.264 is hardware-accelerated while vp8/vp9 is not. VP9 acceleration depends on your CPU and GPU for one. Then, Opera would have to take advantage of it and it might depend on OS, but not sure.

@burnout426 okay never had the problem before tho
Ok. I'm not saying for certain lack of hardware-acceleration is the reason. Just saying that it might be.
