Why Doesn't Clicking on the X Stop a Tab from Spinning its Wheels?

Sometimes a tab loads, but then the circle next to its name will continue spinning & spinning, as if still trying to load. Trying to end it, by clicking on the X in the toolbar, often has zero effect. So why doesn't this stop it, why doesn't it stop, once loaded in the first place, and is there any other workaround to stop this incessant spinning?
