[Suggestions] Don't load GX corner on tab close and turn off limiters

So I have 2 suggestions:

1. When closing a tab, it should never switch to the GX Corner unless all tabs have been closed. This may seem minor, but if I want to close multiple tabs with Ctrl+W and it switches to the GX corner, I have to change tab in order to close the next one.
2. Add an option that turns off the CPU/RAM limiters when the browser is started. The reason being that the browser can get extremely laggy in some cases when the CPU limiter is enabled (and keeps being so when the browser is restarted), and would be faster to simply restart the browser to turn it off.
