Video Pop-Out hiccups / stutters when originating tab is in background [FIX]

Video Pop-Out seems to work find at first, until...
- ...you minimize the originating tab
- ...you go to another tab
- ...you scroll down until the originating video is out of view
At that moment the popped out video will start to stutter consistently while the audio keeps playing fine.
Fixes: either enable opera:flags/#d3d11-video-decoder or choose another graphics backend altogether at opera:flags/#use-angle

Same thing here. What would be the issue? How to do the fix. Where to go for the fix?

@queenn The two opera://flags things are URLs. Type one of them in the address field and press enter. Or, just type
opera://flagsin the address field, press enter and then search for the flags. -

I see now. I went to flags and did the decode and will see what happens
