Spacing above Tabs in normal mode(not maximized)

it's been 2 years since the opening of this topic https://forums.opera.com/topic/21042/spacing-above-tabs Are there any changes in this issue? Other browsers on the chrome engine, like vivaldi or Whale already have this setting.
