Opera has recently made its processes hit 50+ And at times i randomly makes my cpu hit 100% its always below 20% before opera is open then when i open it i normally have 1 youtube tab open and it hits 100 MS EDGE Doesn't hit 20% With youtube open no other browser either this also occurs when youtubes closed

i done it still nothing ( Copied all files ) made new install Same issues

Mmmm...
To determine where the problem comes from, you should rename the profile folder and test on a Full new profile.
Installation and profile are not the same, if you use the same Profile folder (Data), the problem will remain.

Its youtube in general its showing 60+ on cpu everything else is low
is there a way to make youtube lighter ?? -

The same here. Opera uses too much cpu on YT vids and in video playback in general. There need make it lighter.

As i run a youtube channel i stream youtube alot while rendering but now its becoming almost impossible to do so as opera uses nearly all my cpu

I'm in W10 1709 I can watch Youtube videos without problems, maybe it's something related .
Try to figure out if the problems started since the Update, or after a HotFix...
Since you have Intel and nVidia, seems a different problem than @rejzor's, at least for the HW.
