Opera opens two windows if not running and a link in another app is clicked

If Opera is not running and I click on a link in another app... Opera launches with that link in its own window and then opens up another window with my pinned tabs and the start screen. How can I make it load the clicked link as a new tab instead of in its own window.

If Opera is already running then it opens a new tab like I want it to.
