Opera freezes while playing Youtube video and in general

Hello!
Do not remember when it started, but Opera works with freezes: scrolling pages is not smooth (I tryed Edge, and compared to Opera it is very smooth), video on Youtube plays like I have 15 fps.
I did steps in this thread, it did not help.
I tried to turn off hardware acceleration, did not help either. BTW, settings page is super freezy.
OS - Win10 10.0.16299
Opera version - 52.0.2871.99
