It should be "launcher_lib.dll", an underscore not a hyphen.
The file should be in your Opera program folder (in the folder with the version name).
Check that it's there.

Well, Looking at the text you pasted (displaying your Opera's version number), it is requesting a restart of the browser so that it can complete an update.
Any reason why you did not get it from Opera's official website ?, just asking as it (the installer) has less chance of being tampered with.

i tried opera.com download.com and others, and no matter how many times i restart my computer or browser it gives me the same message as above? and after ur last post i went back to opera.com and downloaded the 21st version and (tried 3 times by the way) it gives me after the download ""opera internet browser has encountered a problem and needs to close. we are sorry for the inconvience. sdo now im not only getting this message but still getting the original post message about fail loading launcher.....what should i do delete all files containg anything to do with opera and start over is that ok? im still running this version with the error messages? 20.0.1387.64 thnx troy and just out of curiousity how do i get rid of all files? simply uninstalling it leaves all kinds of files behind and im thinking maybe those have something to do with it?

I'm suspecting the user is using a processor without SSE2 support, which doesn't work with these newer versions.
@beachbumtroy can you inform us if your Windows XP is fully patched to SP3 and what processor model you have? -

It does not support SSE2. Since version 35, Chromium does not support processors without SSE2.
