What these options actually do is not that clear as in clear
opera://flags/#autoplay-policy

That flag doesn't appear to have much functionality... Enable play on an item on a site... After that the site in question always autoplays! (huh!) Even with the most strict setting (huh!).

At Chrome Web Store (CWS) an ext called "HTML5 Video Autoplay Blocker" is perhaps most lightweight and guaranteed to work.
However native option would be better than the method(s) of ^ those type of extensions.
