Page loading as layered frame (rendering not smooth, seems new video acceleration issue)
Steps to reproduce:
- Install Opera v48-49 or newer open any long dynamical page, try to move down

- Compare how layers
Actual result: In Opera v48-49x - pages loading frame-by-frame (some parts are not shown still)
Expected result: Smooth page loading, not framed, as it was in Opera 47 and earlier.
