Remaining issue would be to have the message translated in each of the Local forums language.

I can help you with that.

1. Something most crucial or important getting indexed in Google and such, or/and shared on appropriate pages on Facebook and such.
2. There could be a statistics page placed BEFORE a user chooses their language forum, showing how many whatnots blah-blah-blah in various language sections in comparison. Or not. I mean not to bother everybody, one could skip it or we just have it somewhere in the navigation, like a beautiful button. Or a monthly e-mail digest having it.

Anyway, in my humble opinion, if someone can access the Internet, let alone OperaForums, they must understand themselves that knowing English is a worthy idea
