can't find the Local State file in Opera/Ubuntu 16.04

I'm using a dual boot Windows 10 / Ubuntu 16.04, under Ubuntu, according to Opera, the State Local file should be in /home/xxxx/.opera, found the dir, but there's no Local State file under it, am I missing something here? I have taken screenshot, but can't upload it. Is there anyway that I can upload screenshot files?

It should be in ~/.config/opera/ and named Local State, not State Local. Opera 12 (which used .opera) does not have a Local State.

So that's it, it's 12 and there's no State Local, in this case how can I change the default?
