      When I go to mail.google.com, a toolbar pops up, which says "allow mail.google.com to open all email links?". It has a button marked Allow, and an X on the left-hand side which closes the toolbar.

      I have searched for any webpages which contain the phrase "open all email links" and found exactly zero of them. Not even in an Opera Wiki (which is another issue ...). Since I'm not sure what this means, I don't want to allow it.

      When I click on the X at the left-hand side, the bar goes away. However, when I go to mail.google.com again, it pops up again. Needless to say, this is annoying.

      I'm running the latest version of Opera, BTW (44.0.2510.857).

          Not in my browser.

          (I took a screenshot but can't upload it -- yet. It clearly looks like:

          X (i) Allow mail.google.com to open all email links? [Allow]

          with the "Allow" at the far right.

            OMenu > Setting > Handlers

            "Do not allow" or "Manage Handlers".

            May that settings help.
