I have this issue as well. macOS High Sierra 10.13.2 Macbook Air.
I don't understand the point of fullscreen mode without the ability to type in the address bar because it is not there.
Show toolbar in fullscreen mode is greyed out for me as well. Here is what it looks like when I click on View:

Using Opera Beta. Some updates fix this issue and some break again. After the latest update my tabs dissappeared on full screen mode again.

I have this exact same issue still. Come on Opera, this is one of those small bugs that is just super annoying. Please prioritise it. Every-time this happens, I have to re-convince myself to stay with Opera and not switch to Chrome, it's that annoying.

Hi,
I've just updated from v. 55.0.2994.61 to 55.0.2994.56, and menu View -> "Show Toolbar in Full Screen Mode" is enabled again and it works.
But I can be sure this is because the update required restart or the issue have been fixed (hopefully for good). -

Problem is still there.
Extremely annoying. Basically cant use fullscreen mode because i dont have tabs (or address bar), so a lot of my screen is wasted on some osx bars and toolbars.

screenshot2Edit: A restart of the browser has fixed the issue, weird but okay lol.
