touchpad scrolling too slow after upgrade to O39 or O40 on WIN10

Hi,
I noticed a very annoing change in speed of touchpad scrolling after upgrade to 39 or even 40 on win10.
It is very slow/short. On other browsers/apps it is ok as it was ok on O38.Could opera 39 and higher have an influence of touchpads scrolling speed?

Hi, i saw that post, but I dont think its related. My problem first occured in O39 and its on all type of windows, not just modal windows.
