Can you please visit opera://net-internals/#sockets and click "Flush socket pools" to see if it fixes it?

I have exactly the same problem on the machine that I've been using for a couple of months a newly formatted machine.
Both are running Windows 10 Pro x64 with the latest stable build of Opera.
"Flush Socket Pools" does nothing to correct the problem.

I cant believe your attitude to this "LEOCG" closed my thread, this is apparently a duplicate started in.... july... and not resolved or any help or working solutions provided that actually work. do any of you mods expect people to use a browser with no extensions?
bye bye opera

The page https://addons.opera.com/en/extensions/ looks fine both in Stable and Developer here. Something on your system must be blocking the stylesheet.

I didn't say that - but not everyone has it. Is that the same page you get to (I removed the "?ref=menu")? Do you use an ad blocker (besides the built in one) or an extension to restyle pages?

Even if this topic had a year old, it would still be the same issue so there would be no need for lots of topics talking about this.
bye bye opera
Be careful with your wishes.

The stylesheet is this file:
https://cdn0.opera-mini.net/cdn_v1/files/download/addonsfs/pub/static/CACHE/css/38a0c62dd168.css
If you click on that link, what happens? (You should see a bunch of text, starting with"*{line-height:1.3em;".)
