Background data

I stared using Opera Max on my new phone the other day to try to drastically cut back the amount of mobile data used. I set it so no apps can use background data, and allow only a very select few to use foreground data. So I was surprised when I saw that background data was still being used when I had Opera Max open to check my usage stats. When I unzipped the usage I could see the count ticking up kb by kb once every 2-3 seconds. True, that isn't very much usage, but on my plan, I need 0 usage when not actively running an app.
So my question is this... Is this slight usage from Opera Max itself since it doesn't show in the app management lists? And if so, does this usage only occur when I have Opera Max open, or does it continue accumulating as long as I had Opera Max switched on regardless of if I'm actually running any apps or not?

I don't use Max as I have a wifi-only tablet, but I know that Play Store requires background data even when it is in the foreground. Not sure about others, though I bet email does as well if you have an account configured. So there are some apps Max wouldn't disable.

I wish Max would tell me every app that uses mobile data, both foreground and background. I have background data disabled in Max for everything. I also disabled it for everything but Max in Android as well. Yet Max tells me the usage for Opera Mini (only app I've run today, all foreground), but then states 6 other apps used 1.8MB of background data but doesn't say what apps.
I don't use email on my Volt 2. I haven't launched the Play Store today. Background data and mobile data for the Play store is disabled anyway. Auto updates are set ti Wi-Fi only. I know 1.8MB isn't much much data, but it's frustrating that there is background data still being used when it is supposed to be disabled.
