Does Opera web browser come with Flash pre-installed?

Hi there everyone! Brevity is the soul of wit, so I'd like to ask if the Opera web browser comes with Flash pre-installed? For example, Google Chrome does, and this is extremely important for the Linux users who want to enjoy media requiring the latest version of Flash.

Adobe has earlier announced the following:

NOTE: Adobe Flash Player 11.2 will be the last version to target Linux as a supported platform. Adobe will continue to provide security backports to Flash Player 11.2 for Linux.

That's quite an old one, since the latest version seems to be 21.0.0.213. No wonder many media isn't working. Anyway, thanks for your answers in advance!
