Many Keyboard Shortcuts (40%) Not Working - Win 10, Opera 36

I've been an Opera fan way back when it was a paid application. In OSX, I created applescript hotkeys to speed my experience e.g. F2 to Close other tabs. Now wish to add the same hotkeys to a new install of Win 10 and Opera 36 but noticed many keyboard shortcuts are not working.

Using Opera Help: Keyboard Shortcuts page, I found half the tab shortcuts fail. For example

<li>* Close active tab (Alt F4 or Ctl Shift W) works</li>
<li>* Close other tabs (Ctl Alt Shift W) fails</li>
</ul>

Also noticed only 2 of the tab switches work others don't. And interestingly Ctl 3 (Ctl number) will select the 3rd tab (nth tab). But Ctl 3 is supposed to be Open Mail panel.
