Menu tab only visible when root

The menu tab is nowhere to be found when opening opera as a user but if opened as root the menu tab is there. Is there a way to get the menu when user as well?

Which version of Opera?
Running Opera as root can result in some of the user files only being available as root and should not be done. At the very least you'll probably have to chmod several files in your settings folder now so that your non-root user can access them.
