Adv. Setting - New Window - will not stay switched on

I remain logged in, after closer out my browser and restarting a new surfing session.
The Open search in New Window switch will not stay ticked,
I have to continually go back and flick it, when I open up Opera ?

And the Opera email thing, I can't seem to find that area at all ...

I'm running Linux Mint 17.3

And it's still doing it ... It doesn't seem to be every time
and I haven't put together any differences, when it decides to not play nice.
