Windows 10 - desktop notifications don't work

If I try to use desktop notifications in Opera, on tweetdeck.com for instance, I get a single notification and nothing further. Restarting the browser again lets me receive just a single notification. Does anyone know what might be causing this or how to fix it?
Edit: I'm using the latest Opera 31

I downloaded this browser on windows 7 and it worked fine. I down loaded it for windows 10 and it does not work It will say page is loading then it will say it timed out or may be I'm not connected to the net.
