This problem exists even in the Stable release. apparently, the developers are sad sacks.

I'm not able to reproduce your issue on Win10. Any specific files you're downloading? Any other steps during this process or just go to the page -> click download button. What page? -

nothing. it may work as it should be, but it took some time and wooooops.... any file, any time.

hmmm, I see the problem is Opera incorrectly works after awaking computer from sleep mode.
