Question about the suggestions sticky

Is this an official place to post suggestions to the Opera developers or is it a place for visitors to share ideas for other visitors and extension creators. If this is not an official place to post suggestions where should such suggestions be made?
I want to know who I should redirect to this forum.

As far as I know, Opera developers reads the posts here. However they don't answer the posts, probably because they don't have time.

I'm not as concerned about whether they reply to threads in this forum as much as to whether the Opera developers actually read these threads. If a person posts in the developer blogs asking for a feature such as adding sync of sidebar extensions data when it has no bearing on that particular beta or developer release I wonder if they should be redirected here or if the post is indeed in the correct place.
