No Sync With Newly Installed O30 For Tablet

Definitely no sync, the Speed Dial Icons DO import, but there is absolutely no sync with O30 for Windows on my laptop. All I have on the Speed Dial page are my few icons and a Bookmark Icon, which when clicked show Android Bookmarks, which when clicked shows basically nothing. There is no Bookmarks Bar showing when Bookmarks on Speed Dial page is clicked (as I have on another tablet).
The sync IS working on my other tablet, same version of O Tablet, same version on my laptop
Help, what is going on??
