I have Version 26.0.1656.60 - System Windows 7 64-bit (WoW64).

I would like to export bookmarks into either an HTML file or any format usable by another browser.

There is no way to share to a file in the current version as bookmarks are currently still under development but there is a share feature, would that help? Read about it here:

Hi @mtg42, for that purpose you can use the "Bookmarks" extension - after installation, select "Bookmarks" from the side menu (below "Common"), and click "Export" button, to export your bookmarks from the Bookmark Manager and the Bookmarks Bar, to an HTML file

Thanks, I didn't find that extension a few month's back.
