I found that opera mini sometimes can't open link. With what is this connected platform or servers?

Nope, not the servers. Opera Mini never was that fast as now when opening port 8080 can't be avoided.

Please fill a bug report form on https://mini.bugs.opera.com - include a specific site with the problem, device you are using and Opera Mini version.

Usually the user is to blame on, perhaps something is in-between, a snitch or a spell. The phone may have a bad zen also and doesn't react properly to human requests. That's not the case for a bug report I would say.
